Markku Keinänen

Senior Counsel

Biography

Markku is a Senior Counsel at the Helsinki office of Geradin Partners. Before joining Geradin Partners, he served as Ambassador and Permanent Representative of Finland to the European Union in Brussels. He has extensive experience in EU policy, having served the Finnish Government on EU matters in senior roles since Finland’s EU accession negotiations. Markku has served at the Government EU Secretariat within the Prime Minister’s Office and led EU coordination at the Ministry for Foreign Affairs. He later held the positions of Director General and Permanent Under-Secretary, with responsibility for trade policy, and during that period was a full member of the EU Council’s Trade Policy Committee. Markku has also served as Finland’s Ambassador to Madrid and London. Markku Keinänen received the Confederation of Finnish Industries’  Business Ambassador Award in 2023 and  the Central Chamber of Commerce recognition in 2024 for his work in support of the business community. 

Experience

Markku has participated in numerous initiatives related to Finland’s EU advocacy and representation, as well as negotiations across a wide range of EU policy areas, including the EU’s sanctions policy, trade policy, free trade agreements, internal market, EU enlargement, economic policy, Brexit and EU Treaties. He has been a Member of the Board of Directors of Business Finland.
