Philipp Westerhoff

Biography

Philipp is Counsel at Geradin Partners. Before joining the firm, he was Counsel at Hausfeld. He advises clients on EU and German competition, media and regulatory law, with a particular focus on antitrust litigation. 

He specialises in representing parties in complex private enforcement actions before the German courts, notably in disputes concerning digital markets and ecosystems. His work often involves applications for interim injunctions and damages actions arising from alleged abuses of market power by large digital gatekeepers. 

In addition, Philipp assists clients in investigations under antitrust law and the EU’s Digital Markets Act (DMA) before both European and national authorities. He has particular expertise in digital media and advertising technology (AdTech), frequently in relation to the conduct of Big Tech companies. His role in several landmark injunction cases has attracted significant attention and he regularly represents software developers, advertisers and other businesses in distribution and technology-related disputes before courts across Germany. 

Philipp has been recognised by Who’s Who Legal (WWL) – now the Lexology Index – as a Thought Leader in Competition (Germany – Competition Plaintiff) since 2023. In 2025, Legal 500 Germany also listed him as a key lawyer in the competition practice of his previous firm. 

Philipp studied law at the University of Cologne, Humboldt University of Berlin, the University of Paris II (Panthéon-Assas) and King’s College London, and holds German law degrees, a Maîtrise en droit (European Law) and an LL.M. in Competition Law. He regularly publishes on German and EU competition law and market regulation, and has been nominated several times for the Antitrust Writing Awards by Concurrences.

  • Ladenzeile (Idealo) and the German press publishers’ associations BDZV/VDZ before the General Court and subsequently the CJEU as interveners in Alphabet and Google’s appeal against the European Commission’s Google Search (Shopping) decision. 
  • Qwant and the German press publishers’ associations BDZV/VDZ before the General Court and subsequently the CJEU as interveners in Alphabet and Google’s appeal against the European Commission’s Google Android decision. 
  • Group of leading industry associations (digital media, advertisers, publishers, AdTech providers) in the Bundeskartellamt’s investigation into Apple’s App Tracking Transparency (ATT) framework. 
  • Representing the same group in the European Commission’s Google AdTech investigation. 
  • Alfaview before the EU Commission in Microsoft Teams I and Microsoft Teams II. 
  • Immowelt v Immoscout in a series of interim injunctions, including appeals. 
  • NetDoktor (Hubert Burda) against Google and the German Federal Health Ministry. 
  • Adblocking providers in proceedings against Google relating to distribution and technology restrictions in the Chrome Web Store. 
  • Advised a leading online platform in an abuse of dominance investigation by a national competition authority.
